What accessible office design means in India

Accessible office design allows employees, clients, and visitors to enter, move around, and use workplace facilities with as much independence as possible.

The design should consider wheelchair users, people who use walking aids, people with limited reach or grip, and people with visual or hearing disabilities. Temporary injuries, pregnancy, and age-related mobility changes can affect workplace use too.

India’s Rights of Persons with Disabilities Act, 2016 defines reasonable accommodation as necessary and appropriate changes that allow persons with disabilities to exercise their rights equally, without placing a disproportionate or undue burden in a particular case. Section 40 requires accessibility standards for the physical environment, information, communication, and public services.

Section 20 covers non-discrimination in employment and requires government establishments to provide reasonable accommodation and a barrier-free working environment for employees with disabilities.

The Department of Empowerment of Persons with Disabilities lists the Harmonised Guidelines and Standards for Universal Accessibility in India 2021 among standards notified under the Rights of Persons with Disabilities Rules, 2017.

Start with one continuous accessible route

Accessibility should begin outside the office door. Check the route from the parking area, drop-off point, or building entrance to the office reception.

A single step at the entrance can break the whole route. So can a heavy glass door, uneven threshold, or security gate that is too narrow.

Plan the complete journey. The accessible route should connect the building entrance, office entrance, reception, workstations, cabins, meeting rooms, pantry, accessible toilet, lift, and emergency route.

Entrances and doors

Public-building rooms and common spaces should have a minimum door width of 900 mm under the BIS Standardized Development and Building Regulations 2023. The actual clear opening should be checked after accounting for the frame, hinges, and door thickness.

Provide level space on the approach side of the door so a wheelchair user can stop and operate it. Avoid placing a reception chair, planter, or fire extinguisher inside this space.

Lever handles are generally easier to use than round knobs for people with limited grip. Glass doors also need visible contrast markings.

Automatic doors may suit busy corporate entrances. Their sensor range, closing speed, emergency operation, and access-control connection need proper testing.

Corridors and internal walkways

The BIS regulations state that corridors in public buildings should have a minimum unobstructed width of 1.50 m. Where rooms sit on both sides, the listed minimum clear width is 2.10 m.

The minimum figure is a starting point. Busy reception passages and routes outside training rooms may need more space.

Allow a turning area at direction changes and outside rooms where users may need to reverse or reposition. A 1,500 × 1,500 mm clear space is a useful planning reference for wheelchair turning.

Keep electrical floor boxes, loose wires, and raised transitions outside the walking route. Floor finishes should be firm, level, and slip resistant.

Ramps and lifts

The BIS regulations list a minimum clear ramp width of 1.20 m. Ramp gradients and widths change according to the height difference. For a rise of 150 to 750 mm, the table uses a maximum gradient of 1:12, with required width increasing for larger rises.

A ramp should finish at a level landing rather than running directly into a door.

The same regulations list an internal size of 1.50 × 1.50 m for an accessible lift, with a minimum 900 mm entrance opening. Lift controls should include raised or braille markings, suitable contrast, and reachable button heights.

Pro tip: Walk the proposed route with a 1,500 × 1,500 mm cardboard or tape square. It quickly exposes tight turns, blocked landings, and furniture conflicts.

Plan accessible workstations and shared rooms

Accessibility inside the work area needs more than a wide main corridor. The employee must be able to approach the desk, transfer to a chair where needed, reach power points, and use shared facilities.

Reserve usable floor space beside the desk. Avoid placing pedestals, CPU holders, or storage cabinets inside the approach area.

Workstations

An accessible workstation may need an adjustable-height desk or a suitable fixed desk height, clear knee and foot space, reachable power and data, space beside the chair, a route that stays clear when nearby chairs are occupied, and a suitable task chair.

Furniture should be selected after discussing the user’s requirements. One desk specification will not suit every disability or work pattern.

Reception

Provide a lower section of the reception counter that can be approached and used by a seated visitor. Keep enough knee space below the counter if forms need to be completed there.

The visitor should be able to speak to the receptionist without stretching across a high desk. Card machines, visitor registers, and access-control devices should sit within easy reach.

Waiting areas need firm seating with backs and armrests. Leave a clear wheelchair space beside the seats rather than inside the main passage.

Conference and meeting rooms

An accessible meeting room should have a wide, clear approach and enough space around the table.

Leave at least one suitable position where a wheelchair user can join the table without sitting in the doorway or blocking circulation. Fixed tables should have usable knee space at that position.

Cables from displays, conference phones, and laptop chargers should stay away from walking routes. Provide hearing support or captioning where workforce or visitor requirements call for it.

Cabins and breakout areas

A cabin door can meet the width requirement and still be difficult to use when the desk return blocks the approach. Check the door swing, visitor chairs, and storage shutters together.

Breakout areas need a mix of seating. Include chairs with backs and arms, open table positions, and enough gaps between furniture.

Avoid filling every free corner with loose stools or beanbags. These can obstruct circulation and offer limited support to people with mobility difficulties.

Design toilets, signs, and controls

An accessible toilet needs the right door, internal turning area, grab rails, fixtures, and alarm system. Increasing room size without checking fixture positions can still produce a toilet that is difficult to use.

The BIS regulations state that an accessible toilet should sit as close as possible to the entrance, reception, or waiting area and should be easy to find. They also call for slip-resistant flooring and indicate that a wheelchair user or ambulant disabled person should not need to travel more than 30 m to reach one on the same floor.

Protect the transfer area. Dustbins, housekeeping supplies, and spare furniture should not be stored beside the water closet.

Wayfinding and signs

Signs should use clear words, familiar symbols, and strong colour contrast. Braille and raised information should be placed where users can reach and read it.

The BIS regulations say tactile toilet signs should sit beside the door rather than on it.

Use consistent room names throughout the office. A room labelled Conference 1 on the wall should carry the same name in booking systems and evacuation plans.

Glass partitions and doors need contrast bands. Large graphics can help people recognise departments, though signs should remain readable without relying on colour alone.

Switches and controls

Place commonly used switches, access readers, thermostats, and pantry controls within a comfortable reach range.

Touchscreens need readable text, good contrast, and enough time for users to complete an action. Provide a physical or assisted alternative where a screen creates a barrier.

Keep controls away from tight corners. A control at a suitable height may still be unusable when a cabinet blocks the front approach.

Include sensory and cognitive accessibility

Workplace accessibility includes lighting, sound, signs, and communication.

Bright glare can make screens and printed documents difficult to read. Strong echoes can affect conversations and online meetings. Complex signs make wayfinding harder for visitors and new employees.

Give people more than one way to receive information. Pair audible messages with visible messages during meetings, announcements, and emergencies.

Plan accessible emergency movement

The evacuation plan should account for employees and visitors who may need assistance during an emergency.

The BIS regulations say exit-access routes should be step free where required, clearly signposted, and free from temporary or permanent obstructions. Walking surfaces should remain level and slip resistant.

Assign responsibilities before occupation. The written emergency plan should record who assists, where they meet, and how communication works if lifts cannot be used.

Avoid treating refuge areas as storage. Keep the approach clear and mark the space properly.

Audit the office before construction

Accessibility changes cost less when they are made on the drawing. Moving a partition line is easier before flooring, electrical work, and furniture production begin.

Use a room-by-room access review. Start at the building entrance and follow the same route an employee or visitor will use.

  1. Check the base building, parking, entrance, lifts, and common toilets.
  2. Mark the accessible route on the office plan.
  3. Place doors, furniture, and storage at actual sizes.
  4. Draw wheelchair turning and approach spaces.
  5. Review reception, workstations, meeting rooms, and pantry use.
  6. Check signs, alarms, switches, and access controls.
  7. Review the fire and evacuation plan with the fire consultant.
  8. Build and test one sample workstation or room where possible.
