Why per-employee office space is only a starting point

A business owner divides total carpet area by headcount and assumes the office will work.

A 3,000 sq. ft. office for 50 people sounds like 60 sq. ft. per person. But that 3,000 sq. ft. also needs reception, meeting rooms, pantry, circulation, storage, server space, cabins, and walls.
